Fast Path v1.1 Update

• Reduced the speed modifier to 0.5 from 0.8 because the FOV effect was really obnoxious.
• Added the fastpath:permeable tag
• Tall and Short grass will no longer mess with the players speed modifier (So you can now run on paths that have the grass glitch without looking like you're having a seziure)

• Added the #fastpath:fastable tag for allow players, horses, and pigs to move fast on dirt paths.
